Gill Callister

Ms Gill Callister PSM

Ms Gill Callister was appointed to the Ahpra Board for a first term as new Chair and member with expertise in education and training on 04 July 2019. Ms Callister is CEO of Mind Australia, a community-based mental health organisation with a long tradition of working with people with serious mental illness. She has dedicated her career to improving public policy and service delivery, particularly for vulnerable people in the community, and was recognised with a Public Service Medal in 2019.

Most recently an Associate Dean and Vice President at the Australia and New Zealand School of Government ( ANZSOG) in 2019-20, Ms Callister ran executive education programs in ethics and integrity, women’s leadership, and senior public sector leadership development. She also holds an adjunct Professor role at Monash University.

Prior to this Ms Callister served as Secretary of two Victorian Government Departments over almost ten years from 2009 to the end of 2018 – the Department of Human Services and the Department of Education and Training. Her legacy is a strong reputation for person-centred reform in social policy and an active advocate for gender equality and women’s leadership.

This followed a range of senior roles in the Victorian Public Service and a ten-year stint in the community sector working with children, young people and families.

As well as being chair of the Ahpra Board, Ms Callister is a member of the Monash University Council, and a member of the Good Shepherd Australia and New Zealand Board.

Ms Callister is the most recent past President of the Institute of Public Administration Australia (IPAA) (Victoria). Her leadership in public policy was recognised in 2013 when she was named in the Australian Financial Review’s 100 Women of Influence and received a Sir James Wolfensohn Public Service Scholarship to attend Harvard University’s Kennedy School of Government. In October 2014, Ms Callister was awarded the IPAA National Fellowship award and a Monash University Fellowship and in 2017 was named as one of the top 50 women in the Victorian public service.

Ms Callister holds Bachelor degrees in Social Work (with Honours) and Arts.

Ms Jenny Taing OAM

Ms Taing is currently serving her third term as a member with expertise in business and administration from 1 October 2020. She is currently working as Special Counsel at Hive Legal. She was previously a board director of the Royal Victorian Eye & Ear Hospital, the Royal District Nursing Service and Channel 31. Ms Taing has also previously served as a Commissioner at the Victorian Multicultural Commission. Ms Taing holds a Bachelor of Arts/Bachelor of Laws (Honours) from the University of Melbourne and was admitted to the Supreme Court of Victoria in 2008. She is a graduate member of the Australian Institute of Company Directors.

Ms Barbara Yeoh AM

Ms Yeoh is currently serving her third term as a member with expertise in health, education and training from 1 October 2020. She is a Director of the Victorian State Emergency Service Authority and previously served on the Board of Monash Health, Austin Health and Eastern Health in Victoria. She has over 25 years’ experience across a range of public and private sector agencies including in the health, education, finance, insurance, transport, technology and infrastructure sectors. Ms Yeoh has previously served as a Council Member and Deputy Chancellor at Latrobe University.

Dr Susan Young

Dr Susan Young

Dr Young is a registered nurse and midwife with expertise in health, education and training, governance, regulation and accreditation. Susan commenced her second term as an Ahpra Board member on 30 September 2020.

Dr Young was the Chair of the Queensland Board of the Medical Board of Australia until December 2016. She fulfilled positions within the tertiary setting until July 2015, with appointments as a Director of Teaching and Learning, and as a Program Director in the School of Nursing and Midwifery at The University of Queensland.

Prior to her appointment within the tertiary sector, Dr Young held a number of executive positions within the public and private health care sectors in metropolitan, regional and rural settings. She holds a Doctorate in Education from the Queensland University of Technology and an Adjunct Professorial appointment from The University of Queensland. Susan was appointed as Chair of the RPC in August 2021.

Emeritus Professor Arie Freiberg AM, FASSA, FAAL

Emeritus Professor Freiberg was appointed to the Ahpra Board as a member with expertise in education, regulation and law from 30 September 2020.

Emeritus Professor Freiberg previously held the position of Dean of the Law Faculty at Monash University and was a member of the Interim Advisory Board of the Environment Protection Authority (EPA) in Victoria. He has consulted for a number of organisations on regulatory matters, is the academic adviser to the Australia and New Zealand School of Government's National Regulators Community of Practice and is the author of the textbooks The Tools of Regulation and Regulation in Australia.

Emeritus Professor Freiberg holds the degrees of Bachelor of Laws (Hons) and Diploma of Criminology from the University of Melbourne, Master of Laws (Monash University) and Doctor of Laws (Melb). He is the Chair of the Victorian and Tasmanian Sentencing Advisory Councils and holds an Emeritus Professorial appointment at Monash University, an Adjunct Professorial appointment at Victoria University and is an Adjunct Faculty at the ANZ School of Government.

Mr Lynton Norris

Mr Norris was appointed to the Ahpra Board as a member with expertise in health, business and administration from 20 September 2020.  Mr Norris is a member of the Alfred Health Board and has over 20 years’ experience in the private and government sectors. He was the former Chief Executive Officer of the National Health Funding Body and implemented national health reforms including the establishment of Activity Based Funding governance and grant payment system to all hospital networks. Mr Norris has a strong background in policy development and implementation and compliance and performance reporting. Mr Norris is a Fellow Certified Practising Accountant and a graduate member of the Australian of Institute of Company Directors.

Mr Jeffrey Moffet

Mr Moffet was appointed to the Ahpra Board with expertise in health from 20 September 2020. Mr Moffet is the Chief Executive of the WA Country Health Service and the former Chief Executive of the Department of Health in the Northern Territory. Mr Moffet has extensive experience in rural and remote health and is a strong advocate for Aboriginal and Torres Strait Islander Peoples. Mr Moffet was previously the Chair of the Health Workforce Principal Committee for the Australian Health Ministers’ Advisory Council and a board member of Health Workforce Australia. Mr Moffet has over 30 years’ experience in the health sector and has held various executive roles.

Honorary Associate Professor Carmen Parter

Honorary Associate Professor Carmen Parter, Macquarie University, is appointed as a member with expertise in health. She was appointed on 15 July 2022. She is a former Registered Nurse and Registered Midwife with extensive experience in the health industry working as a woman’s health practitioner, educator, health services researcher, policy maker, manager of project teams and senior executive leader. She is a researcher and author presently working at the University of Queensland Poche Centre for Indigenous Health (part-time) who was awarded an international award in recognition of her scholarship working with community. Carmen was the inaugural Co-chair of the Indigenous Working Group of the World Federation of Public Health Association, a member of the Lowitja Institute member community, Fellow of the CATSINaM and an ambassador for the MK Study. She is presently setting up a foundation to invest in community to help solve ‘wicked’ issues that apply system change inquiry methods.
